The Temporary Assistance for Needy Families (TANF) Block Grant: A Primer on TANF Financing and Federal Requirements

Description: This report the Temporary Assistance for Needy Children (TANF) block grant. It provides an overview of TANF financing and rules for state programs, describing federal TANF grants and state funds under a "maintenance-of-effort" (MOE) requirement; how federal TANF and state MOE funds may be used to help achieve the purpose and goals of the TANF block grant; rules that apply when TANF or MOE funds are used to provide "assistance" to needy families with children; rules that apply when TANF or MOE funds are used for benefits and services other than assistance; certain accountability requirements, including requirements that states submit plans and report data to the federal government; and provisions of TANF law not directly related to grants to states, such as competitive grants for promoting healthy marriage and responsible fatherhood, and tribal TANF provisions.

Bipartisan Budget Act of 2018 (P.L. 115-23): Brief Summary of Division E-The Advancing Chronic Care, Extenders, and Social Services (ACCESS) Act

Description: This report provides a brief summary of each of the provisions included in Division E (the ACCESS Act) of the Bipartisan Budget Act of 2018, along with the contact information for the CRS expert who can answer questions about each provision. Division E consists of 12 titles. Each title is addressed in a separate table, and the provisions are discussed in the order they appear in the law. Topics discussed in this report include Medicare, Medicaid, the State Children's Health Insurance Program (CHIP), public health, child and family services, foster care, social impact partnerships, child support enforcement, and prison data reporting. Subsequent CRS reports examining selected subsets of these provisions will be linked to this report as they become available.

Vulnerable Youth: Background and Policies

Description: This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of "disconnectedness," as well as the protective factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of federal youth policy, focusing on three time periods, and provides a brief overview of current federal programs targeted at vulnerable youth. (Table A-1 at the end of the report, enumerates the objectives and funding levels of such programs. Note that the table does not enumerate all programs that target, even in small part, vulnerable or disconnected youth.) The report then discusses the challenges of coordinating federal programs for youth, as well as federal legislation and initiatives that promote coordination among federal agencies and support programs with a positive youth development focus.

Youth Transitioning from Foster Care: Background and Federal Programs

Description: This report provides background on teens and young adults in and exiting from foster care, and the federal support that is available to these youth as they transition to adulthood. It begins with a discussion of the characteristics of youth who have had contact with the child welfare system, including those who entered care, as well as those who exited care via emancipation because they have reached the legal age of majority. The report then provides an overview of the federal foster care system, including the Chafee Foster Care Independence program (CFCIP), and provisions in federal foster care law that are intended to help prepare youth for adulthood. The report goes on to discuss federal support for youth aging out of care in the areas of education, health care, employment, and housing. The report seeks to understand how states vary in their approaches to serving older youth in care and those who are recently emancipated.
