Description: This report provides background information and issues for Congress on the Aegis ballistic missile defense (BMD) program. Issues for Congress concerning the Aegis BMD program include whether to approve, reject, or modify MDA and Navy funding requests for the program, and whether to provide MDA or the Navy with additional direction concerning the program. Congress's decisions regarding the Aegis BMD program could substantially affect U.S. BMD capabilities and funding requirements, U.S. Navy ship force levels and operating patterns, and the defense industrial base.

Drones in Domestic Surveillance Operations: Fourth Amendment Implications and Legislative Responses

Description: This report first explores the potential uses of drones in the domestic sphere by federal, state, and local governments. It then surveys current Fourth Amendment jurisprudence, including cases surrounding privacy in the home, privacy in public spaces, location tracking, manned aerial surveillance, and those involving the national border. Next, it considers how existing jurisprudence may inform current and proposed drone uses. It then describes the various legislative measures introduced in the 112th Congress to address the legal and policy issues surrounding drones and, finally, briefly identifies several alternative approaches that may constrain the potential scope of drone surveillance.

Air Force F-22 Fighter Program: Background and Issues for Congress

Description: The Air Force F-22 fighter, also known as the Raptor, is the world's most capable air-to-air combat aircraft. The administration wants to end F-22 procurement at 187 aircraft, and the administration's proposed FY2010 budget does not request funding for the procurement of additional F-22s in FY2010. The administration argues, among other things, that 187 F-22s will be sufficient in conjunction with other U.S. tactical aircraft. The issue of F-22 procurement has emerged as one of the highest-profile items of debate on the FY2010 defense budget. This report discusses both sides of the debate in detail.
