Description: This report presents data on U.S. merchandise (goods) trade with its Free Trade Agreement (FTA) partner countries. The data are presented to show bilateral trade balances for individual FTA partners and groups of countries representing such major agreements as the North America Free Trade Agreement (NAFTA) and the Central American Free Trade Agreement and Dominican Republic (CAFTA-DR) relative to total U.S. trade balances.

The U.S. Export Control System and the President's Reform Initiative

Description: This report discusses some of the proposed legislation and other issues related to the U.S. export control system. In considering the future of the U.S. export control system, Congress may weigh the merits of a unified export control system—the end result of the President's proposal—or the continuation of the present bifurcated system by reauthorizing the present Export Administration Act (EAA) or writing new legislation. In doing so, Congress may debate the record of the present dual-use system maintained by emergency authority, the aims and effectiveness of the present non-proliferation control regimes, the maintenance of the defense industrial base, and the delicate balance between the maintenance of economic competitiveness and the preservation of national security.

Export-Import Bank Reauthorization Debate

Description: This report discusses the ongoing debate regarding the Export-Import Bank of the United States, a federal government corporation which is the the official export credit agency (ECA) of the U.S. Government. The bank's statutory charter expires on September 30, 2014, meaning that its authority to obligations generally would cease and a wind-down of operations would be required. The report gives four possible scenarios for approaches Congress could take in regards to approaching the bank's future authorization status.

Foreign Investment in U.S. Industry

Description: Although the total amount of foreign direct investment (FDI) in the U.S. is small relative to U.S. direct investment abroad, it is growing rapidly and may have a large effect on some industries and geographic areas of the U.S. The two main issues raised by FDI in the U.S. are first, shall Congress require more extensive data collection efforts than are already underway, and second, should laws be enacted to limit foreign direct investment in the U.S. These two issues turn in substantial measure on whether the benefits of additional data collection and/or restrictions on FDI in the U.S. exceed the costs. This report discusses the legislative history of the issue, the magnitude and distribution of FDI in the U.S., the existing data collection efforts, the potential implications for the U.S., the motivations for FDI in the U.S., and U.S. policy regarding FDI.

Taiwan: Major U.S. Arms Sales Since 1990

Description: This report discusses U.S. arms sales to Taiwan, or Republic of China (ROC), including policy issues for Congress and legislation. The Taiwan Relations Act (TRA), P.L. 96-8, has governed U.S. arms sales to Taiwan since 1979, when the United States recognized the People’s Republic of China (PRC) instead of the ROC. There are two other relevant elements of the “one China” policy: the August 17, 1982 U.S.-PRC Joint Communique and the “Six Assurances” made to Taiwan.
