The Entitlements Debate

Description: Federal entitlement programs make payments directly to recipients who meet eligibility criteria set by law. There are about 400 of them with Social Security being the largest. Generally, entitlement spending is not subject to control through annual appropriations, and once an entitlement program is established, its scope can be altered only by amending the law that created it.

Description: H.R. 7, the Community Solutions Act, on July 19 won House passage without amendment by a vote of 233-198. The bill includes basic elements of President Bush’s faith-based initiatives: tax incentives for private giving–scaled back from original proposals (Title I)–and expansion of charitable choice (Title II). Social Services Block Grant: (Title XX of the Social Security Act)

Description: The FY2008 Consolidated Appropriations Act (P.L. 110-161) maintains SSBG funding at $1.7 billion and maintains states' authority to transfer up to 10% of their Temporary Assistance for Needy Families (TANF) block grants to the SSBG.
