Federal Research and Development Funding: FY2007

Description: This report discusses federal research and development (R&D) funding. As in the recent past, the FY2007 increase over the FY2006 estimated funding levels is due to significant funding increases in the Department of Defense (DOD) and the National Aeronautics and Space Administration's (NASA's) space vehicles development program.

The Army's Future Combat System (FCS): Background and Issues for Congress

Description: This report describes the Future Combat System (FCS) program, which was to be the Army's major research, development, and acquisition program consisting of 14 manned and unmanned systems linked by an extensive communications and information network. This report describes the proposed restructuring of the FCS program, announced by Secretary of Defense Gates in April 2009, which includes modernizing outdated equipment and re-evaluating vehicle design strategy.

The Federal Networking and Information Technology Research and Development Program: Background, Funding, and Activities

Description: In the early 1990s, Congress recognized that several federal agencies had ongoing high performance computing programs, but no central coordinating body existed to ensure long-term coordination and planning. To provide such a framework, Congress passed the High-Performance Computing and Communications Program Act of 1991 to enhance the effectiveness of the various programs. In conjunction with the passage of the act, the White House Office of Science and Technology Policy released Grand Challenges: High-Performance Computing and Communications. Current concerns are the role of the federal government in supporting IT R&D and the level of funding to allot to it. This report also looks at federal budgets for the Networking and Information Technology Research and Development Program.

Public Access to Data from Federally Funded Research: Provisions in OMB Circular A-110

Description: The results of scientific studies are used in making many governmental policy decisions. While the studies are often published, the data on which they are based may not be, even for federally funded research. Before 1999, academic and nonprofit performers of such research were permitted but not required to make their data available to the public through provisions of the Freedom of Information Act (FOIA). In October 1998, a provision in P.L. 105-277 changed that, requiring that such data be made publicly available. This report provides background on the 1999 revisions to federal policy, a discussion of the impacts of those changes, and an analysis of the issues raised by them.

Gas Hydrates: Resource and Hazard

Description: This report discusses gas hydrates, which are potentially huge resource of natural gas for the United States. The U.S. Geological Survey estimated that there are about 85 trillion cubic feet (TCF) of technically recoverable gas hydrates in northern Alaska. The Minerals Management Service estimated a mean value of 21,000 TCF of in-place gas hydrates in the Gulf of Mexico. By comparison, total U.S. natural gas consumption is about 23 TCF annually. Gas hydrates are both a potential resource and a risk, representing a significant hazard to conventional oil and gas drilling and production operations, and to date gas hydrates have no confirmed commercial production.

How to Develop and Write a Grant Proposal

Description: This report is intended for Members and staff assisting grant seekers in districts and states and covers writing proposals for both government and private foundations grants. In preparation for writing a proposal, the report first discusses preliminary information gathering and preparation, developing ideas for the proposal, gathering community support, identifying funding resources, and seeking preliminary review of the proposal and support of relevant administrative officials. The second section of the report covers the actual writing of the proposal. The last section of the report provides a listing of free grants-writing websites.

F-35 Alternate Engine Program: Background and Issues for Congress

Description: On December 2, 2011, General Electric and Rolls-Royce announced that they were ending development of the F136 alternate engine for the F-35, ending what had been a contentious and long-running battle of funding versus research and development.
