An Overview of the Impeachment Process

Description: The Constitution sets forth the general principles which control the procedural aspects of impeachment, vesting the power to impeach in the House of Representatives, while imbuing the Senate with the power to try impeachments. Both the Senate and the House have designed procedures to implement these general principles in dealing with a wide range of impeachment issues. This report provides a brief overview of the impeachment process, reflecting the roles of both the House and the Senate during the course of an impeachment inquiry and trial.

Interest Groups and Lobbyists: Sources of Information

Description: Interest groups, including those who actively lobby, continue to play a role in the American legislative process. After years of congressional efforts to improve disclosure of interest groups, the Lobbying Disclosure Act (LDA) of 1995 (P.L. 104-65) and the Lobbying Disclosure Technical Amendments Act of 1997 (P.L. 105-166) were signed into law on December 19, 1995, and April 6, 1998, respectively. Both laws seek greater disclosure of interest groups’ activities and more accuracy in reporting their spending. Insourcing Functions Performed by Federal Contractors: An Overview of the Legal Issues

Description: This report provides a brief overview of key legal issues related to recent insourcing initiatives. Recent Congresses and the Obama Administration have taken numerous actions to promote "insourcing," or the use of government personnel to perform functions that contractors previously performed on behalf of federal agencies. Among other things, the 109th through the 111th Congresses enacted several statutes requiring the development of policies and guidelines to ensure that agencies "consider" using government employees to perform functions previously performed by contractors, as well as any new function.
