COLAs for Military Retirees: Summary of Congressional and Executive Branch Action, 1982-2002 (FY1983-FY2003)

Description: The Omnibus Reconciliation Act of 1982 (which applied to FY1983 budget issues) suspended previously existing permanent law pertaining to cost-of-living adjustments(COLAs) for federal civilian and military retirees, and changed the COLA calculation formulas to postpone and/or reduce future COLAs for military retirees during 1983-1985 (FY1984-FY1986).This report examines executive and congressional COLA-related initiatives associated with each of the fiscal year budgeting processes from calendar year 1982 (FY1983) through calendar year 2000 (FY2001).

Cost-of-Living Adjustments for Federal Civil Service Annuities

Description: This report discusses the Cost-of-living adjustments (COLAs) for the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS) are based on the rate of inflation as measured by the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). All CSRS retirees and survivors receive COLAs. Under FERS, however, non-disabled retirees under age 62 do not receive COLAs. This report discusses cost-of-living adjustments for government retirees, as well as related legislation.

Employment-Related Issues in Bankruptcy

Description: This report provides an overview of the status of employee wages and benefits, including retiree benefits, when an employer files in bankruptcy, and the amendments made to the U.S. Bankruptcy Code by the Bankruptcy Abuse Prevention and Consumer Protection Act. This report examines those provisions in the U.S. Bankruptcy Code which govern the priority of employee wage and benefit claims, including severance payments; procedures for a chapter 1 1 debtor to modify benefits under a collective bargaining agreement; and procedures for a chapter 11 debtor to modify retiree life and health insurance benefits. It examines the role of employees on creditor committees and procedures in bankruptcy that facilitate lawsuits that may be directed at an employer/debtor. Finally, it considers the treatment accorded some aspects of managerial compensation, such as retention bonuses.

Worker Safety in the Construction Industry: The Crane and Derrick Standard

Description: This report first examines the incidence of fatal and nonfatal on-the-job injuries in the private sector. It next analyzes the causes of fatalities in the construction industry and the involvement of cranes in those deaths. The report then addresses the status of a proposed rule to update the Occupational Safety and Health Administration's (OSHA) crane and derrick standard. It closes with an overview of jurisdictions having safety regulations for cranes more stringent, in whole or part, than the existing federal standard.

Contracting with Inverted Domestic Corporations: Answers to Frequently Asked Questions

Description: Recent reports that certain entities continued to receive federal government contracts after reincorporating overseas have prompted questions about current and proposed restrictions on contracting with “inverted domestic corporations.” These questions are shaped, in part, by the broader debate over whether such corporations are to be seen as “deserters,” who change their corporate citizenship to avoid paying U.S. taxes, or as evidencing systemic problems in the U.S. tax code. This report provides the answers to 14 frequently asked questions regarding the current restrictions on contracting with inverted domestic corporations, proposed amendments thereto, and the relationship between prohibitions upon contracting with inverted domestic corporations and other provisions of law that restrict dealings with “foreign” contractors.

Long-Term Unemployment and Recessions

Description: This report discusses the recession that began in the United States in December 2007 and officially ended in June 2009 and how this recession affected employment rates. This report analyzes the trend in long-term unemployment over the postwar period and offers explanations for its unusually high incidence during the most recent postwar recession. It compares the individual, job, and household characteristics of the long-term unemployed during the latest recession (2007-2009) with the long-term unemployed at the end of the two previous recessions (1990-1991 and 2001).

The U.S. Science and Engineering Workforce: Recent, Current, and Projected Employment, Wages, and Unemployment

Description: This report provides employment, wage, and unemployment information for the computer occupations, mathematical occupations, engineers, life scientists, physical scientists, and science and engineering (S&E) management occupations, as follows: The section on "Current Employment, Wages, and Unemployment" provides a statistical snapshot of occupational employment, wage, and unemployment data for the S&E workforce in 2016 (the latest year for which data are available). The section on "Recent Trends in Employment, Wages, and Unemployment" provides a perspective on how S&E employment, wages, and unemployment changed during the period 2012-2016. The section on "Employment Projections, 2016-2026" provides an analysis of projections by the Bureau of Labor Statistics for how the number employed in S&E occupations is expected to change during the 2016-2026 period, as well as how many openings will be created by growth, labor force exits, and occupational transfers. A final section, "Concluding Observations," provides stakeholder perspectives that Congress may consider as it seeks to ensure that the United States has an adequate S&E workforce to meet the demands of the 21st century.
