The Overseas Private Investment Corporation: Background and Legislative Issues

Description: The Overseas Private Investment Corporation (OPIC) was established in 1969 and began operations in 1971 as a development agency to promote and assist U.S. business investment in developing nations. Today, OPIC is a U.S. government agency that provides project financing, investment insurance, and other services for U.S. businesses in over 150 developing nations and emerging economies. To date, OPIC has funded, guaranteed, or insured over $180 billion in investments.

Multilateral Development Banks: Overview and Issues for Congress

Multilateral Development Banks: General Capital Increases

Description: This report discusses issues related to each of the major Multilateral Development Banks (MDBs) simultaneously seeking increases in their capital bases to fund the continued expansion of their development lending programs. U.S. authorization to participate in the GCIs was provided in the FY2011 and FY2012 budget measures. Key issues regarding U.S. participation in the GCIs include: comparative effectiveness of bilateral and multilateral aid, scope of MDB activity, role of emerging economic powers, U.S. bidding for MDB-funded projects, and anti-corruption policies.

Foreign Holdings of Federal Debt

Iraq: Paris Club Debt Relief

Description: Iraq’s public debt was estimated to be US$120.2 billion in nominal value as of the end of 2004. The debt owed to Paris Club creditors as of December 31, 2004, was estimated to be US$38.9 billion. The U.S. share of this amount is around $4 billion. Non-Paris Club countries, mostly Persian Gulf countries, are owed around $60 - $65 billion. The remaining debts are to private commercial creditors. Iraqi debt relief is a high priority for both the President and Congress (H.R. 2482). This report will discuss efforts to implement Iraqi debt relief and highlight some policy concerns.

Iraq's Debt Relief: Procedure and Potential Implications for International Debt Relief

Description: This report proceeds in three parts. The first provides a snapshot of the Iraq debt situation following the ouster of the Saddam regime. The second discusses subsequent debt relief negotiations and their resolution. The third presents three possible implications for future debt relief cases that arise from Iraq’s experience. They are: (1) a willingness by the international community to grant a stay on the enforcement of creditor rights, (2) an increased flexibility in Paris Club debt relief decisions, and (3) an unwillingness by successor regimes to claim that their debt is odious and repudiate it.
