Foreign Investment in U.S. Securities

Description: This report analyzes the extent of foreign portfolio investment in the U.S. economy, assesses the economic conditions that are attracting such investments, and discusses the impact such investments are having on the economy. This report relies on a comprehensive set of data regarding capital flows represented by purchases and sales of U.S. government securities and U.S. and foreign corporate stocks and bonds into and out of the United States; the data is reported by the Treasury Department on a monthly basis.

The Paris Club and International Debt Relief

Description: This report discusses the Paris Club, a voluntary, informal group of creditor nations who meet approximately 10 times per year and provide debt relief to developing countries. Iraq’s Debt Relief: Procedure and Potential Implications for International Debt Relief

Description: This report discusses the Iraqi debt problem in three parts: [1] overview of the Iraq debt situation following the ouster of the Saddam regime; [2] subsequent debt relief negotiations and their resolution; [3] possible implications for future debt relief cases that arise from Iraq's experience. The implications are: a willingness by the international community to grant a stay on the enforcement of creditor rights; an increased flexibility in Paris Club debt relief decisions; and an unwillingness by successor regimes to claim that their debt is odious and repudiate it.
