Veterans and Homelessness

Description: The current conflicts in Iraq and Afghanistan have brought renewed attention to the needs of veterans, including the needs of homeless veterans. As the number of veterans increases due to the current wars, there is concern that the number of homeless veterans could rise commensurately. The current economic downturn also has raised concerns that homelessness could increase among all groups, including veterans. Several issues regarding veterans and homelessness have become prominent, in part because of the current conflicts, which this report discusses in detail.

"Robo-Signing" and Other Alleged Documentation Problems in Judicial and Nonjudicial Foreclosure Processes

Description: Recent depositions involving major servicers, including GMAC Mortgage, J.P. Morgan Chase, and Wells Fargo, have raised concerns about "robo-signing" -- the practice of having a small number of individuals sign a large number of affidavits and other legal documents submitted to courts and other public authorities by mortgage companies to execute foreclosure. This report explores concerns related to these issues by explaining the mortgage market process, procedural problems that have surfaced during foreclosure proceedings, and other relevant information.

Housing for Persons Living with HIV/AIDS

Description: This report discusses the creation of the Housing Opportunities for Persons with AIDS (HOPWA) Program, which was created to alleviate the difficulties that many individuals with acquired immunodeficiency syndrome (AIDS) have finding affordable, stable housing. The Low-Income Home Energy Assistance Program (LIHEAP)

Description: This report provides background on the Low-Income Home Energy Assistance program (LIHEAP), originally established in 1981 by Title XXVI of P.L. 97-35 and reauthorized several times. It is a block grant program under which the federal government gives states, the District of Columbia, U.S. territories and commonwealths, and Indian tribal organizations (referred to as grantees) annual grants to operate multi-component home energy assistance programs for needy households.

Veterans and Homelessness

Description: The wars in Iraq and Afghanistan have brought renewed attention to the needs of veterans, including the needs of homeless veterans. Homeless veterans initially came to the country’s attention in the 1970s and 1980s, when homelessness generally was becoming a more prevalent and noticeable phenomenon. This report defines the term “homeless veteran,” discusses attempts to estimate the number of veterans who are homeless, and presents the results of studies regarding the demographic characteristics of homeless veterans as well as those served in VA homeless programs. The second section of this report summarizes the available research regarding the overrepresentation of both male and female veterans, who have been found to be present in greater percentages in the homeless population than their percentages in the general population. The third section of this report discusses programs to fund services and transitional housing specifically for homeless veterans.

Effects of Flat Taxes and Other Proposals on Housing: An Overview

Description: Studies have estimated that some of these revisions would cause a decline in demand for houses and significant reduction in house prices--perhaps in excess of 15 percent. These studies, however, presumed a fixed supply of housing; even a limited supply response would greatly decrease predicted asset price effects. Supply response is likely to be large in the long run and not insignificant in the short run. Effects on housing demand might also be mitigated by increases in savings rates and lower interest rates. Thus, effects of the flat tax on housing prices are likely to be limited in the short run and very small in the long run. Rental housing demand, on the other hand, would be encouraged with a shift to a consumption tax base.
