Foreign Students in the United States: Policies and Legislation

Description: This report examines various issues pertaining to foreign students in the United States. Since the Immigration Act of 1924, the United States has expressly permitted foreign students to study in U.S. institutions. Most foreign students are at least 18 years old and are enrolled in higher education programs. Foreign students are generally considered to enrich cultural diversity of the educational experience for U.S. residents as well as enhance the reputation of U.S. universities as world-class institutions. Concerns have arisen in recent years that have caused Congress to take a new look at the Immigration and Nationality Act (INA) provisions that govern their admission.

Palestinian Education and the Debate Over Textbooks

Description: Palestinian education reform is often seen as a key element in internal Palestinian reform and the Palestinian-Israeli peace process, as well as in broader U.S. interests in the region. Concerns over Palestinian Authority (PA) textbooks often cite examples of anti-Jewish education materials and a lack of reference to or positive acknowledgment of the state of Israel. Overall, some analysts allege that PA textbooks spread a culture of violence that prizes martyrdom. Palestinian curriculum reform is an important element in the broader U.S. policy of promoting Middle East democracy and governance reforms. Palestinian curriculum development is relevant to congressional concerns about the Palestinian-Israeli peace process, levels of U.S. assistance to the Palestinians, U.N. reforms in the Palestinian Territories, and the broader U.S. promotion of democracy in the Middle East.

Adult Education and Literacy: Current Programs and Legislative Proposals in the 105th Congress

Description: This report summarizes current programs for adult education and literacy, provides a funding history, and analyzes major provisions of the legislative proposals being considered by the 105th Congress for amending adult education and literacy programs. Specifically, the report examines the provisions of H.R. 1385, the Employment, Training, and Literacy Enhancement Act of 1997, as passed by the House, and H.R. 1385, the Workforce Investment Partnership Act of 1998, as amended by the Senate (originally considered as S. 1186). Key issues include state and local administration issues, comprehensive state plan requirements, integration with other federal training and employment programs, and program performance standards. The report will be updated as legislative action occurs.

The American Opportunity Tax Credit: Overview, Analysis, and Policy Options

Description: This report gives an overview of the American Opportunity Tax Credit (AOTC)—enacted on a temporary basis by the American Recovery and Reinvestment Act and extended through the end of 2012 by the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010— which is a partially-refundable tax credit that provides financial assistance to taxpayers who are attending college, or whose children are attending college. There are a variety of policy options mentioned in the report regarding the AOTC, including extending the credit, extending a modified AOTC, or repealing the Hope and Lifetime Credits and extending a modified AOTC that includes provisions included in these credits.

Unauthorized Alien Students: Issues and "DREAM Act" Legislation

Description: Supporters of comprehensive immigration reform have urged the President and Congress to pursue reform legislation. While legislative action on comprehensive reform does not appear likely during the remainder of the 111th Congress, there may be an effort to enact a measure, commonly referred to as the "DREAM Act," to enable certain unauthorized alien students to legalize their status. Multiple bills have been introduced in recent Congresses to address the unauthorized student population. This report discusses the DREAM Act, the topic of unauthorized alien students in general, and other related legislation.
