Campus-Based Student Financial Aid Programs Under the Higher Education Act

Description: This report begins by providing a brief description of each of the campus-based programs, including the terms under which financial aid is awarded to students and the procedures under which federal funds are allocated to institutions for that purpose. It then provides historical information on federal funds appropriated for each of the programs, an analysis of the number and types of students served, and selected program statistics. It concludes with a discussion of amendments to the campus-based programs proposed in S. 1642 and H.R. 4137.

Campus-Based Student Financial Aid Programs Under the Higher Education Act

Description: This report discusses the issues likely to be considered during reauthorization are whether the campus-based programs provide types of aid to students that are not or cannot be provided via other postsecondary aid programs, and whether the current formulas for allocating funds to institutions for the operation of these programs are optimal. Provisions specific to each program, such as requirements for community service under FWS and terms and conditions of Perkins Loans also may be considered.

Sexual Violence at Institutions of Higher Education

Description: Currently, there are two federal laws that address sexual violence on college campuses: the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act, P.L. 101-542) and Title IX of the Education Amendments of 1972 (Title IX, P.L. 92-318). Following a discussion exploring the prevalence of sexual violence at IHEs, this report provides a detailed policy and legal analysis of these two statutes, as well as a brief description of a third statute related to educational privacy. The report concludes with a summary of the steps that have been taken by Congress and the Administration to address campus sexual violence.
