Description: This report provides a short background describing key aspects of the private insurance market as it exists currently. This information is useful in setting the stage for understanding how and where H.R. 3200 would reform health insurance. Primarily, however, the report summarizes provisions affecting private health insurance in Division A (or Division 1) H.R. 3200, as ordered reported by the House Committees on Education and Labor and on Ways and Means.

Coverage of the TANF Population Under Medicaid and SCHIP

Description: Health insurance is an important support for individuals receiving, leaving or diverted from the Temporary Assistance for Needy Families (TANF) welfare or cash assistance program for low-income families. Medicaid and SCHIP (State Children’s Health Insurance Program) are key vehicles for providing such coverage.
