TPP: American Agriculture and the Trans-Pacific Partnership (TPP) Agreement

Description: This report identifies four considerations about the Trans-Pacific Partnership (TPP) agreement that are particularly relevant for U.S. food and agriculture. U.S.-Funded Assistance Programs in China

Description: This report provides legislative and policy background concerning U.S. assistance programs in the People's Republic of China (PRC). The U.S. Agency for International Development (USAID) does not have an official presence in China. The majority of congressional foreign operations appropriations for the PRC promotes the rule of law, civil society, and political development in the country. These programs constitute a key component of U.S. efforts to promote democratic change in the PRC. Other related U.S. activities include participation in official bilateral dialogues on human rights, public diplomacy programs, and open criticism of PRC policies.

Cuba: U.S. Restrictions on Travel and Remittances

Description: Restrictions on travel to Cuba have been a key and often contentious component in U.S. efforts to isolate Cuba's communist government since the early 1960s. In January 2011, the Obama Administration announced policy changes further easing restrictions on travel and remittances. In the first session of the 112th Congress, there were several attempts aimed at rolling back the Obama Administration's actions easing restrictions on travel and remittances. Several initiatives were also introduced that would further ease or lift such restrictions altogether. This report discusses the details of these policy changes.

U.S.-Funded Assistance Programs in China

Description: This report discusses United States foreign operations appropriations for the People’s Republic of China (PRC), which primarily support democracy-related programs, particularly rule of law training, and support Tibetan communities. The U.S. Congress has played a leading role in providing funding for such programs, which has grown from $10 million in FY2002 to $23 million in FY2006. Major funding areas include legal training, legal aid, criminal defense, labor rights, and non-governmental organization (NGO) development in China, monitoring human rights conditions in the PRC from outside China, and preserving Tibetan culture.

U.S. Trade Remedy Laws and Nonmarket Economies: A Legal Overview

Description: This report discusses the application of antidumping and countervailing duty law to the goods of nonmarket economy (NME) countries, including the decision of the Department of Commerce (DOC) in 2007 to change its long-standing policy and apply CVD law to such goods; reviews China's successful case in the World Trade Organization challenging the U.S. application of CVDs to Chinese products and the status of U.S. compliance efforts in the case; examines the December 2011 decision of the U.S. Court of Appeals for the Federal Circuit in GPX Int'l Tire Corp. v. United States holding that the U.S. CVD law does not authorize DOC to apply CVDs to NME country goods; summarizes the subsequently enacted P.L. 112-99, signed March 13, 2012, a statute authorizing DOC to apply CVDs to such products; and notes recent developments in the GPX litigation.
