The American Opportunity Tax Credit: Overview, Analysis, and Policy Options

Description: This report provides both an in-depth description of this tax credit and an analysis of its economic impact. This report is organized to first provide an overview of the American Opportunity Tax Credit (AOTC), followed by a legislative history that highlights the evolution of education tax credits from proposals in the 1960s through the recent extension of the AOTC at the end of 2012. This report then analyzes the credit by looking at who claims the credit, the effect education tax credits have on increasing college attendance, and administrative issues with the AOTC. Finally, this report concludes with a brief overview of various policy options, including tax law changes proposed in Chairman Camp's tax reform bill3 and in the President's FY2015 budget request.

Description: This report gives an overview of the American Opportunity Tax Credit (AOTC)—enacted on a temporary basis by the American Recovery and Reinvestment Act and extended through the end of 2012 by the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010— which is a partially-refundable tax credit that provides financial assistance to taxpayers who are attending college, or whose children are attending college. There are a variety of policy options mentioned in the report regarding the AOTC, including extending the credit, extending a modified AOTC, or repealing the Hope and Lifetime Credits and extending a modified AOTC that includes provisions included in these credits.

Asia Pacific Economic Cooperation (APEC) and the 2000 Summit in Brunei

Description: On November 15-16, 2000, the Eighth Asia Pacific Economic Cooperation (APEC) Leaders' Meeting (summit) was held in Bandar Seri Begawan, Brunei. In addition to the APEC summit, President Clinton held bilateral summits with several leaders of APEC countries ­ including China, Russia, Japan, and South Korea. For the United States, APEC raises fundamental questions of special interest to Congress. One is whether consensus can be achieved on the APEC vision of free trade and investment in the Asia Pacific or whether future trade liberalization will be confined primarily to bilateral free-trade agreements or multilateral trade negotiations under the World Trade Organization. Others are whether provision of fast-track negotiating authority to the President should cover negotiations under APEC and whether APEC should be expanded to address political as well as economic issues.

Asian Financial Crisis: An Analysis of U.S. Foreign Policy Interests and Options

Description: The principal focus of this report is on the foreign policy ramifications of the Asian financial crisis and U.S. options for addressing them. This report tracks and analyzes the efforts of the most seriously affected Asian countries to deal with their economic and financial problems, and their interaction with the International Monetary Fund (IMF), the United States, and other major sources of financial support and policy advice. It also addresses the implications of the crisis for such U.S. interests as regional stability and the prevention of conflict, trade liberalization, and U.S. regional and global leadership, and discusses the principal factors that could influence the duration and severity of the crisis.
