Negotiated Rulemaking

Description: This report discusses negotiated rulemaking, a supplement to traditional rulemaking, which is a process in which representatives of federal agencies and affected parties work together in a committee to reach consensus on what can ultimately become a proposed rule. Although negotiated rulemaking is not appropriate for all regulations, advocates believe that the approach can speed rule development, reduce litigation, and generate more creative and effective regulatory solutions.

Description: This report documents nominations to Cabinet positions during inter-term presidential transitions since 1984. During this period, three two-term Presidents — Ronald W. Reagan, William J. Clinton, and George W. Bush — made 30 nominations during inter-term transitions. For the purposes of this report, CRS considered an inter-term nomination to be one made between November 1 of a President's reelection year and April 30 of the first year of his second term.

Description: This report reviews and discusses President Obama's Open Government Initiative and the Open Government Directive. The report then analyzes both agency response to the OGI and the OGD, and examines whether the OGD's requirements can meet the stated goals of the Administration. "Orderly Closure" of the Bureau of Mines: FY 1996 Funding

Description: The Congress and the White House have agreed to abolish the Bureau of Mines within the Department of the Interior (DOI). H.R. 1977, appropriating funds for the DOI, would have provided $64 million for the "orderly closure" of the Bureau of Mines within 90 days of enactment. Orderly closure entails relocating certain functions to other agencies and completely eliminating others. H.R. 1977 was vetoed for unrelated reasons, but an attempt to override that veto was unsuccessful. In its latest action, January 26, 1996, Congress passed a continuing resolution (P.L. 104-99) affirming the closure of the Bureau and the transfer of some functions to other agencies
