U.S. Geological Survey: Its Mission and Its Future

Description: Among a number of proposals advanced for discussion in the Republican-led 104th Congress was one to restructure the Department of the Interior. As part of this restructuring, the U.S. Geological Survey (USGS) was tentatively targeted for elimination in a list of possible offsets to help fund proposed tax cuts and program changes in the House Republican "Contract With America."

Privatizing the United States Enrichment Corporation

Description: Legislative proposals to privatize the United States Enrichment Corporation (USEC) were introduced in the House (H.R. 1216) and Senate (S. 755) in the 104th Congress. The bills, as amended, were included in the budget reconciliation bill (H.R. 2491). It was cleared by the House and the Senate on November 17, but vetoed by the President on December 6, 1995. DOE Laboratory Restructuring Legislation in the 104th Congress

Description: Interest in restructuring (including eliminating) the Department of Energy (DOE) and its laboratories has increased since the end of the Cold War, and especially since the beginning of the 104th Congress. A number of non-legislative proposals and activities to this end are reviewed, including DOE's own proposals for "alignment and downsizing" of the Department and its laboratories.

DOD's Dual-Use Strategy

Description: In an effort to reduce the costs of its military systems and gain greater access to state-of-the-art technologies, the Department of Defense is pursuing what is being called a "dual-use" strategy. This strategy seeks to make greater use of the commercial sector in developing and manufacturing military goods. This report discusses issues raised over the implementation of this strategy.
