Water Infrastructure Financing: History of EPA Appropriations

Description: The first section of this report includes a table that summarizes the history of appropriations for both wastewater and drinking water infrastructure programs. The next section discusses several historical developments in water infrastructure funding. Clean Air Act Issues in the 115th Congress: In Brief

Description: This report discusses the reviews of EPA policies regarding new rules created in 2015 regarding emission of greenhouse gases and ozone air pollution. The new regulations were put in force through authority given to the EPA in the Clean Air Acts of 1970, 1977, and 1990. Some Congressional members would like to revoke some of the authority of the EPA to change existing emission regulations and instead require Congressional approval for changes which along with the new presidential administration has prompted a review of environmental policies and EPA powers.

EPA's Role in Emergency Planning and Notification at Chemical Facilities

Description: This report reviews the U.S. Environmental Protection Agency's (EPA's) authorities regarding risk management, emergency planning, and release notification, among others, at chemical facilities. In doing so, it describes the statutory authorities--and makes note of some of the more prominent, subsequent regulations--as provided by the following: facility risk management planning requirements under Section 112(r)(7) of the Clean Air Act (CAA); emergency planning notification requirements under the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA); emergency release notification requirements under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA); duties of the Chemical Safety and Hazard Investigation Board, known as the Chemical Safety Board (CSB), under Section 112(r)(6) of the CAA; and toxic release inventory reporting requirements under EPCRA.

Coast Guard Polar Icebreaker Modernization: Background and Issues for Congress
