It would also reduce funding for the Advanced Research Projects AgencyEnergy (ARPA-E) to wind down operations in FY2018 for cessation of its functions in FY2019, and would eliminate funding for two programs within EERE--the Weatherization Assistance Program and State Energy Program--and two programs within the Loan Program Office--Title XVII Innovative Technology Loan Guarantee Program (Title XVII Loan Program) and Advanced Technology Vehicle Manufacturing (ATVM) Loan Program in FY2018.

On July 31, 2003, the Senate, facing obstacles to passage of its comprehensive energy bill (S. 14), substituted the energy legislation the Senate had passed in the 107th Congress. It is in conference, now as H.R. 6, in the 108th Congress. The Senate bill would require the Secretary of Transportation to issue, not later than 15 months after enactment, “newregulations setting forth increased fuel economy standards” reflecting “maximum feasible fuel economy levels” consistent with factors set out in the original legislation authorizing the corporate average fuel economy [CAFE] standards – the Energy Policy and Conservation Act (EPCA, P.L. 94-163).

Once considered the nation's most regulated industry, the electric utility industry is evolving into a more competitive environment. At the current time, the focus of this development is the generating sector, where the advent of new generating technologies, such as gas-fired combined cycle, has lowered both entry barriers to competitors of traditional utilities and lowered the marginal costs of those competitors below those of some traditional utilities. This technological advance has been combined with legislative initiatives, such as the Energy Policy Act of 1992 (EPACT), to encourage the introduction of competitive forces into the electric generating sector. The questions now are whether further legislative action is desirable to encourage competition in the electric utility sector and how the transition between a comprehensive regulatory regime to a more competitive electric utility sector can be made with the least amount of economic and service disruption.
