The Strategic Petroleum Reserve and Refined Product Reserves: Authorization and Drawdown Policy

Description: This report discusses the Strategic Petroleum Reserve (SPR) in the Energy Policy and Consevation Act, which was authorized to help prevent a repetition of the economic dislocation caused by the 1973-1974 Arab oil embargo. The Government Accountability Office recently observed that the proportion of crude oil grades in the SPR has been growing less compatible with the heavier grades of crude oil that U.S. refineries have been upgrading to handle. This finding has raised questions about the SPR's effectiveness during a long-term oil disruption involving heavy oil.

The U.S. Oil Refining Industry: Background in Changing Markets and Fuel Policies

Description: This report begins by looking at the current production capacity of the oil refineries operating in the United States, and the sources and changes in crude oil supply. It then examines the changing characteristics of petroleum and petroleum product markets and identifies the effects of these changes on the refining industry. The report concludes with discussion of the policy and regulatory factors that are likely to affect the structure and performance of the industry during the next decade.

Department of Defense Fuel Costs in Iraq

Description: Since the invasion of Iraq in 2003, the average price of fuels purchased for military operations in Iraq has steadily increased. The disparity between the higher price of fuel supplied to the United States Central Command compared to Iraq's civilian population has been a point of contention. Several factors contribute to the disparity, including the different types of fuel used by the military compared to Iraqi civilians, the Iraqi government's price subsidies, and the level pricing that the DOD's Defense Logistics Agency charges for military customers around the world. The Iraqi government has been pressured to reduce its fuel subsidy and black market fuel prices remain higher than the official subsidized price.

Automobile and Light Truck Fuel Economy: The CAFE Standards

Description: This report discusses energy legislation pertaining to fuel standards. The current corporate average fuel economy standard (CAFE) is 27.5 miles per gallon (mpg) for passenger automobiles and 20.7 mpg for light trucks (scheduled to increase to 22.2 mpg in model year [MY] 2007), a classification that also includes sport utility vehicles (SUVs). Congress had included language in the FY1996-FY2001 Transportation Appropriations prohibiting the use of appropriated funds for any rulemaking on CAFE, effectively freezing the standards.

Energy Policy: Conceptual Framework and Continuing Issues

Description: In the spring of 2006, crude oil prices were exceeding $70/barrel (bbl) in response to tight markets and uncertainty over the security of world oil supply. A number of developments have placed additional pressure on world markets, including Hurricanes Katrina and Rita (in late August and late September 2005), the phaseout of the gasoline additive methyl tertiary butyl ether (MTBE) and a renewable fuels mandate, and a continuing high and worldwide demand for oil. Energy policy issues for continuing interest include opening up the Arctic National Wildlife Refuge (ANWR) for leasing; Corporate Average Fuel Economy Standards (CAFE) for passenger vehicles; improving U.S. energy infrastructure, including pipelines and refineries; seeking effective means to promote energy conservation using currently available technologies, and developing new technologies and alternative fuels.
