Navy Nuclear Aircraft Carrier (CVN) Homeporting at Mayport: Background and Issues for Congress

Description: This report provides background information and issues for Congress on the Navy's proposal to homeport a nuclear-powered aircraft carrier (CVN) at Mayport, Florida. Transferring a CVN from Norfolk, Virginia, to Mayport would also shift the local economic activity associated with homeporting a CVN, which some sources estimate as being worth hundreds of millions of dollars per year.

Navy SSBN(X) Ballistic Missile Submarine Program: Background and Issues for Congress

Description: This report discusses the Navy's plan to develop and design a class of 12 next-generation ballistic missile submarines, or SSBN(X)s, as replacements for the 14 Ohio class SSBNs currently in operation. Navy Irregular Warfare and Counterterrorism Operations: Background and Issues for Congress

Description: The Department of Defense (DOD) is placing an increased planning and budgeting emphasis on irregular warfare (IW) operations, such as counterinsurgency operations. In addition, counterterrorism (CT) operations have been a DOD area of emphasis since the terrorist attacks of September 11, 2001. The Navy for several years has carried out a variety of IW and CT activities, and has taken some steps in recent years to strengthen its ability to conduct such activities. This report discusses these activities and potential oversight issues raised by them.

U.S.-Russian Civilian Nuclear Cooperation Agreement: Issues for Congress

The Defense Base Act (DBA): The Federally Mandated Workers' Compensation System for Overseas Government Contractors

Description: This report provides an overview of the Defense Base Act (DBA) and the systems used to provide DBA insurance at the Department of State (DOS), the U.S. Agency for International Development (USAID), the Department of Defense (DOD), and the U.S. Army Corps of Engineers (USACE). Also included are criticisms of the current DOD DBA policy raised by GAO and Army auditors as well as responses to those criticisms by DOD and USACE. The report concludes with a discussion of several DBA reform options suggested by the House of Representatives in recent legislation and analyzed by DOD.

Afghanistan Casualties: Military Forces and Civilians

Description: This report collects statistics from a variety of sources on casualties sustained during Operation Enduring Freedom (OEF), which began on October 7, 2001. OEF actions took place primarily in Afghanistan; however, OEF casualties also includes American casualties in Pakistan, Uzbekistan, Guantanamo Bay (Cuba), Djibouti, Eritrea, Ethiopia, Jordan, Kenya, Kyrgyzstan, the Philippines, Seychelles, Sudan, Tajikistan, Turkey, and Yemen.

"Don't Ask, Don't Tell": A Legal Analysis

Description: In 1993, after many months of study, debate, and political controversy, Congress passed and President Clinton signed legislation establishing a revised "[p]olicy concerning homosexuality in the armed forces." The new legislation reflected a compromise regarding the U.S. military's policy toward members of the armed forces who engage in homosexual conduct. This compromise, colloquially referred to as "Don't Ask, Don't Tell (DADT)," holds that "[t]he presence in the armed forces of persons who demonstrate a propensity or intent to engage in homosexual acts would create an unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion which are the essence of military capability." Service members are not to be asked about, nor allowed to discuss, their sexual orientation. This compromise notwithstanding, the issue has remained both politically and legally contentious. This report provides a legal analysis of the various constitutional challenges that have been brought against DADT.

Critical Infrastructures: Background, Policy, and Implementation

Description: This report discusses the evolution of a national critical infrastructure policy and the institutional structures established to implement it. Critical infrastructure includes physical assets used to produce and distribute services such as electricity (including the power plants and electric grid), communications, and computers. The report highlights five issues of Congressional concern: identifying critical assets; assessing vulnerabilities and risks; allocating resources; information sharing; and regulation.

The Army's M-4 Carbine: Background and Issues for Congress

Description: This report discusses the M-4 carbine, which is the Army's primary individual combat weapon for infantry units. While there have been concerns raised by some about the M-4's reliability and lethality, some studies suggest that the M-4 is performing well and is viewed favorably by users. The Army is undertaking both the M4 Carbine Improvement Program and the Individual Carbine Competition, the former to identify ways to improve the current weapon, and the latter to conduct an open competition among small arms manufacturers for a follow-on weapon. An integrated product team comprising representatives from the Infantry Center; the Armament, Research, Development, and Engineering Center; the Program Executive Office Soldier; and each of the armed services will assess proposed improvements to the M4. The proposal for the industry-wide competition is currently before the Joint Requirements Oversight Council, and with the anticipated approval, solicitation for industry submissions could begin this fall. It is expected, however, that a selection for a follow-on weapon will not occur before FY2013, and that fielding of a new weapon would take an additional three to four years.

Navy CG(X) Cruiser Program: Background for Congress
