Defense Acquisition Reform: Status and Current Issues

Description: The end of the Cold War and its impact on defense spending has created a strong need to reform Department of Defense’s (DOD) acquisition system. With procurement spending down, DOD expects to depend on savings from acquisition reform to help finance future force modernization. Policymakers believe that DOD should use more commercial products because, in many instances, they cost less and their quality is comparable to products built according to DOD military specifications. Many such reform proposals are based on recognition that DOD regulatory barriers and a Cold War acquisition “culture” have inhibited the introduction of commercial products.

Mine-Resistant, Ambush-Protected (MRAP) Vehicles: Background and Issues for Congress

Description: This report covers the 2007 Department of Defense (DOD) major procurement initiative to replace most up-armored High Mobility, Multi-Wheeled Vehicles (HMMWVs) with Mine-Resistant, Ambush-Protected (MRAP) vehicles. It looks at the cost and subsequent budgets of this initiative. Among potential issues for congressional consideration are the status of older, unused MRAPS in Afghanistan that are reportedly not being used because of their size and weight; possible redundancies with the MRAP, M-ATV, and the Joint Light Tactical Vehicle (JLTV) programs; and actual Marine M-ATV requirements.

Tactical Aircraft Modernization: Issues for Congress

Description: This report provides an overview discussion on the modernization of U.S. military tactical aircraft, meaning fighter aircraft, strike fighters, and attack planes. Tactical aircraft are a major component of U.S. military capability, and account for a significant portion of U.S. defense spending. In early 2009, the Air Force, Navy, and Marine Corps collectively had an inventory of about 3,500 tactical aircraft.

Military Uniform Procurement: Questions and Answers

Description: Military uniforms are procured through the Defense Logistics Agency (DLA), an agency of the Department of Defense (DOD). DLA is DOD's largest combat support agency, providing worldwide logistics support for the United States (U.S.) military services, civilian agencies, and foreign countries. With headquarters in Fort Belvoir, Virginia, DLA operates three supply centers, one of which is the Defense Supply Center Philadelphia (DSCP), in Philadelphia, PA. DSCP is responsible for procuring nearly all of the food, clothing, and medical supplies used by the military; about 90% of the construction material used by troops in the field, as well as repair parts for aircraft, combat vehicles, and other weapons system platforms. According to DLA Troop Support's website, sales of goods exceeded $14.5 billion during 2009.

Section 1206 of the National Defense Authorization Act for FY2006: A Fact Sheet on Department of Defense Authority to Train and Equip Foreign Military Forces

Description: Section 1206 of the National Defense Authorization Act (NDAA) for Fiscal Year 2006 provides the Secretary of Defense with authority to train and equip foreign military and foreign maritime security forces. This authority expires in FY2011. As of early July 2009, FY2009 project approvals are being finalized. This report addresses FY2009 project approvals as well as FY2010 project proposals and requests.

Air Force C-17 Aircraft Procurement: Background and Issues for Congress

Description: This report provides background information on the C-17 Aircraft program, including previous appropriations, related programs, and issues for Congress. The primary issue for Congress in FY2010 is whether to procure additional C-17s. An additional issue is whether to pass legislation relating to the airlift aircraft force structure. Defense: FY2007 Authorization and Appropriations

Description: The Senate began floor debate on the FY2007 defense appropriations bill, H.R. 5631 on August 1, but it did not complete the bill before adjourning for the August recess. The Senate plans to resume action on September 5. As reported by the appropriations committee, the bill provided $453.5 billion for defense, including $50 billion in appropriations for overseas operations. The total is $9.1 billion less than the Administration requested. In floor action, the Senate added substantial amounts to the $50 billion in emergency spending, including $13.1 billion to reequip units returning from abroad and $1.8 billion for border security.

Military Base Closures and the Impact Aid Program for Education

Description: This report provides a brief overview of the Impact Aid program, including the calculation of Impact Aid payments to local educational agencies (LEA), and an overview of the Base Realignment and Closing (BRAC) recommendations. This is followed by a discussion of the potential effects of the BRAC recommendations on LEAs that will both lose and gain students as a result of the changes. The report concludes with a brief discussion of actions that have been taken by LEAs in anticipation of large influxes of federally connected students.
