Description: This report addresses the following issues central to the debate over European security and the future of the broader transatlantic relationship that may be of interest in the second session of the 110th Congress: the specific security missions of NATO and the European Union and the appropriate relationship between the two organizations; the types of military forces that are necessary for NATO's role in collective defense and for the EU's role in crisis management; the appropriateness and compatibility of NATO and EU's decision-making structures and procedures to ensure that there is an adequate and timely response to emerging threats; and the proper balance between political and military tools for defending Europe and the United States from terrorism and weapons proliferation.

Air Force KC-46A Tanker Aircraft Program: Background and Issues for Congress

Description: On February 24, 2011, the Department of Defense (DOD) announced the Boeing Company as the winner of a competition to build 179 new KC-46A aerial refueling tankers for the Air Force. This report discusses the KC-46A acquisition program, which is a subject of intense interest because of the dollar value of the contract and the number of jobs it would create, among other things. This report also discusses several oversight issues that could arise for Congress, including if the contract award followed the DOD's announced competition strategy and metrics. This report also discusses this contract in respect to the FY2011 defense authorization bill and the FY2011 DOD appropriations bill.

NATO Common Funds Burdensharing: Background and Current Issues

Description: This report discusses North Atlantic Treaty Organization (NATO) burdensharing--the funding, via individual contributions from NATO member states, of certain commonly conducted activities. Guam: U.S. Defense Deployments

Description: The United States military has been building up forces on the U.S. territory of Guam to increase deterrence and power projection for possible responses to crises and disasters, counter-terrorism, and contingencies in support of South Korea, Japan, the Philippines, Taiwan, or elsewhere in Asia. But the defense buildup on Guam is moderate. China has concerns about the defense buildup. Guam's role has increased with plans to withdraw some U.S. forces from Japan and South Korea. This report describes in brief detail the various cooperative efforts, including financial efforts, undertaken by the U.S. and the above nations.
