Defense Procurement: Full Funding Policy — Background, Issues, and Options for Congress

Description: This report discusses the full funding policy, which is a federal budgeting rule that has been applied to Department of Defense (DOD) procurement programs since the 1950s. In recent years, some DOD weapons — specifically, certain Navy ships — have been procured with funding profiles that do not conform to the policy as it traditionally has been applied to DOD weapon procurement programs.

Contract Types: An Overview of the Legal Requirements and Issues

Description: This report provides an overview of the various contract types (e.g., fixed-price, cost-reimbursement) used in federal procurement and the legal requirements and issues pertaining to each. Current congressional and public interest in contract types is, in part, an outgrowth of the reported increase in the use of cost-reimbursement contracts during the George W. Bush Administration and the Obama Administration's proposal to reduce by at least 10% the funds obligated by "high risk-contracting authorities," such as cost-reimbursement, time-and-materials, and labor-hour contracts, in FY2010.

Mine-Resistant, Ambush-Protected (MRAP) Vehicles: Background and Issues for Congress

Description: This report covers the 2007 Department of Defense (DOD) major procurement initiative to replace most up-armored High Mobility, Multi-Wheeled Vehicles (HMMWVs) with Mine-Resistant, Ambush-Protected (MRAP) vehicles. It looks at the cost and subsequent budgets of this initiative. Among potential issues for congressional consideration are the status of older, unused MRAPS in Afghanistan that are reportedly not being used because of their size and weight; possible redundancies with the MRAP, M-ATV, and the Joint Light Tactical Vehicle (JLTV) programs; and actual Marine M-ATV requirements.

Department of Defense Food Procurement: Background and Status

Description: This report describes the origin, authority, and policy in the procurement of food for the military. Military food items, also known as subsistence items, are generally procured under the auspices of the Defense Logistics Agency (DLA), an agency of the Department of Defense (DOD) which provides worldwide logistics support for the U.S. military services. Under DLA, DLA Troop Services (formerly the Defense Supply Center Philadelphia) is the inventory control point for food, clothing, textiles, medicines, medical equipment, general and industrial supplies, and services for the military, their eligible dependents, and other non-DOD customers worldwide. DLA Troop Services buys and manages about $13.4 billion worth of food, clothing, textiles, and other products.
