Department of Defense Energy Initiatives: Background and Issues for Congress

Description: This report gives an overview of fuel use by the U.S. Department of Defense (DOD) and its pursuit of numerous initiatives for reducing its fuel needs and changing the mix of energy sources that it uses. The report includes an extensive background on DOD fuel use including how the DOD uses and buys fuel, challenges and risks associated with the DOD's fuel use, DOD energy initiatives, and past legislation that addressed DOD energy use; it also presents issues for Congress and legislative action to be addressed during FY2013.

Defense: FY2010 Authorization and Appropriations

Description: On February 26, 2009, the Administration released the broad outlines of its federal budget request for FY2010, listing for each Cabinet department and for several independent agencies the total discretionary budget authority President Obama would request, but providing no additional details. Trends in Discretionary Funding

Description: Discretionary spending is essentially all spending on federal wages and salaries. Discretionary spending is often divided into defense, domestic discretionary, and international outlays. Defense and domestic discretionary spending compose nearly all of discretionary spending. The Obama Administration contends that many domestic priorities have been underfunded and has proposed some cuts in defense spending. The current economic and financial turmoil, which has led to several major federal interventions, is projected to increase non-defense spending over the next several fiscal years.

Navy Littoral Combat Ship (LCS): Background and Issues for Congress

Description: The Navy's proposed FY2007 budget requests $521 million to procure two Littoral Combat Ships (LCSs). The House-reported version of the FY2007 defense appropriations bill recommends approval of this request. The Senate-reported version recommends funding one LCS in FY2007 and rescinding funding for one of the three LCSs procured in FY2006.
