Federal Advertising Law: An Overview

Description: This report provides a brief overview of federal law with respect to five selected advertising issues: alcohol advertising, tobacco advertising, the Federal Trade Commission Act, advertising by mail, and advertising by telephone. There are numerous federal statutes regulating advertising that do not fit within any of these categories; as random examples, the Food, Drug, and Cosmetic Act requires disclosures in advertisements for prescription drugs ; the Truth in Lending Act governs the advertising of consumer credit ; and a federal criminal statute makes it illegal falsely to convey in an advertisement that a business is connected with a federal agency.

The Target and Other Financial Data Breaches: Frequently Asked Questions

Description: This report answers some frequently asked questions about the Target and selected other data breaches, including what is known to have happened in the breach, and what costs may result. It also examines some of the broader issues common to data breaches, including how the payment system works, how cybersecurity costs are shared and allocated within the payment system, who bears the losses in such breaches more generally, what emerging cybersecurity technologies may help prevent them, and what role the government could play in encouraging their adoption. The report addresses policy issues that were discussed in the 113th Congress to deal with these issues.

The Consumer Price Index: An Overview

Description: The consumer price index is probably the most widely used measure of inflation. Changes i n the index affect the incomes of a substantial portion of the U.S. population. This report provides background information on the history and concepts of the index. In addition, several factors which may produce biases in the index are analyzed. The objective is to provide an introduction to the CPI f o r the policy maker who wishes to acquire a working knowledge of the concept as an aid in examining economic policy alternatives.
