Continuing Resolutions: Overview of Components and Recent Practices

Description: The purpose of this report is to provide an overview of the components of Continuing Resolutions (CRs) and a longitudinal analysis of recent congressional practices. Consequently, the data and analysis in this report are inclusive of all appropriations acts entitled or otherwise designated as providing continuing appropriations. The first section of this report explains six of the possible main components of CRs: coverage, duration, funding rate, restrictions on new activities, anomalies, and legislative provisions. The second section discusses the enactment of regular appropriations prior to the start of the fiscal year and the number of regular appropriations bills enacted through a CR since FY1977. The third section analyzes variations in the number and duration of CRs enacted each fiscal year since FY1997, the most recent fiscal year that all regular appropriations were enacted on time. Finally, the fourth section of this report discusses the features of the 15 CRs that provided funding through the remainder of the fiscal year since FY1977. A list of all CRs enacted between FY1977 and FY2016 is provided at the end of this report in Table 4.

NATO Enlargement: Albania, Croatia, and Possible Future Candidates

Description: This report discusses the current status of NATO membership following the April 2-4, 2008 NATO summit in Bucharest, Romania. A principal issue was consideration of the candidacies for membership of Albania, Croatia, and Macedonia. The allies agreed to extend invitations to Albania and Croatia. Although the alliance determined that Macedonia met the qualifications for NATO membership, Greece blocked the invitation due to an enduring dispute over Macedonia's name.

The Congressional Appropriations Process: An Introduction

Description: Congress annually considers several appropriations measures, which provide discretionary funding for numerous activities--such as national defense, education, and homeland security--as well as general government operations. Appropriations acts are characteristically annual and generally provide funding authority that expires at the end of the federal fiscal year, September 30. These measures are considered by Congress under certain rules and practices, referred to as the congressional appropriations process. This report discusses the various aspects of this process.

Latin America and the Caribbean: U.S. Policy and Key Issues for Congress in 2012

Description: This report provides an overview of U.S. policy toward Latin America and the Caribbean, including the Obama Administration's priorities for U.S. policy and a brief comparison of policies under the Obama and Bush Administrations. Congressional Member Organizations: Their Purpose and Activities, History, and Formation

Description: This report examines the purpose and activities of Committee on House Administration as congressional Member organizations (CMO) and the reasons Members form them. It also identifies and describes seven CMO types, and it provides an overview of the historical development of informal Member organizations since the first Congress, focusing on their regulation in the House by the Committee on House Oversight/Committee on House Administration, the rise and fall of legislative service organizations (LSOs), and the House's decision in 1995 to issue regulations for establishing CMOs and governing their behavior. It concludes with a step-by-step guide for House Members and staff who might be interested in forming a CMO.
