The Purple Heart: Background and Issues for Congress

Description: This report examines the history of the Purple Heart award for military service members and changes in eligibility over time. It also discusses current issues facing Congress -- such as whether traumatic brain injuries or PTSD diagnoses should be grounds for receiving the award, and whether those injured or killed assisting others during terror attacks outside their military duties should be eligible.

The "Monday Holiday Law" and Special National Observances

Description: This report discusses the new "Monday Holiday Law" which was passed in 1968 and took effect Jan. 1, 1971 which switched federal observances of holidays such as President's Day and Veterans Day to Mondays and instituted Columbus Day as a federal holiday. It also lists special observances proclaimed by the President in 1969.

National Monuments and the Antiquities Act

Memorials: Creating National, State, and Local Memorials

Description: This report provides information on the mandatory steps to building a memorial on federal property in the District of Columbia. It also provides information on creating memorials in Arlington National Cemetery, within the Department of Veterans Affairs National Cemetery System, and in state veterans' cemeteries. In addition, it discusses public and private initiatives at the state and local levels to create memorials including successful local fund-raising efforts.
