The Budget for Fiscal Year 2004
The Congressional Budget Office (CBO) released the first of its annual budget reports in late January. The baseline estimates from CBO run through FY2013. CBO’s baseline estimates are similar in construction to those produced by the Office of Management and Budget (OMB) for the President. CBO’s January baseline has a $145 billion deficit in FY2004 (down from $199 billion in FY2003), that becomes a small surplus of $65 billion in FY2008. The report also included an update to CBO’s January baseline that pushed the deficit for FY2004 to $200 billion from $145 billion. The revisions move the return to a surplus from FY2007 to FY2008 and reduce the cumulative FY2004- FY2013 surplus from $1,336 billion (January) to $891 billion (March). CBO’s estimates of the President’s budget, a recasting of the policies using CBO assumptions and budget estimating methods, raise the expected deficit for FY2004 to $338 billion from the OMB estimated $307 billion.

Environmental Protection Agency: FY1998 Budget
EPA appropriations are included in the annual VA-HUD-Independent Agencies Appropriation Bill. Two major issues were whether Superfund cleanups should be accelerated in the absence of statutory reforms and whether the requested state assistance funds are adequate. Because the House and Senate were in agreement on not granting the requested 50% increase in Superfund and in passing increased state funds, the chief conference issue was expected to focus on the roughly $225 million difference between the House and Senate versions. However, a veto threat over Superfund program funding made this a key conference issue.

Federal Research and Development: Budgeting and Priority-Setting Issues, 109th Congress
Federal research and development (R&D) funding priorities reflect presidential policies and national needs. For FY2007, R&D is requested at almost $137 billion of budget authority, about 1.8% more than enacted in FY2006. The FY2007 budget would fund three interagency R&D initiatives: networking and information technology; climate change science; and nanotechnology. The Administration is using performance measures for R&D budgeting, including the Government Performance and Results Act and the Program Assessment Rating Tool.

The Department of Housing and Urban Development (HUD): FY2006 Budget
On July 21, 2005, the Senate Appropriations Committee approved a $34.8 billion FY2006 budget for HUD. Like the House version, the Senate bill rejects the President’s Strengthening America’s Communities Initiative (SACI). It increases funding above both the President’s request and the House version for HOPE VI, Community Development Block Grant (CDBG)-related programs (including Section 108 loan guarantees), Native American Housing Block Grants, and Rural Housing and Economic Development.
Defense: FY2007 Authorization and Appropriations
The Senate began floor debate on the FY2007 defense appropriations bill, H.R. 5631 on August 1, but it did not complete the bill before adjourning for the August recess. The Senate plans to resume action on September 5. As reported by the appropriations committee, the bill provided $453.5 billion for defense, including $50 billion in appropriations for overseas operations. The total is $9.1 billion less than the Administration requested. In floor action, the Senate added substantial amounts to the $50 billion in emergency spending, including $13.1 billion to reequip units returning from abroad and $1.8 billion for border security.
Defense: FY2007 Authorization and Appropriations
A conference agreement on the FY2007 defense authorization bill, H.R. 5122/S. 2766, is expected soon, and could be voted on in the House as early as September 15. Key issues in the conference have included whether to promote the head of the National Guard to four-star rank and whether to approve multiyear procurement of the F-22 fighter aircraft. On June 22, the Senate passed on its version of the FY2007 defense authorization, S. 2766. The Senate rejected two amendments on Iraq policy, one by Senator Kerry calling for withdrawal of most forces by July 1, 2007, and another by Senator Levin calling for a phased reduction of troops to begin this year. The House passed its version of the authorization, H.R. 5122, on May 11. The House bill authorizes $513 billion for national defense, equal to the request. The Senate bill authorizes $517.7 billion.
