The FY2014 Government Shutdown: Economic Effects

Description: This report discusses the effects of the FY2014 government shutdown on the economy. It also reviews third-party estimates of the effects of the shutdown on the economy, which predicted a reduction in gross domestic product (GDP) growth of at least 0.1 percentage points for each week of the shutdown, with a cumulative effect of up to 0.6 percentage points in the fourth quarter of 2013.

An Examination of Federal Disaster Relief Under the Budget Control Act

Description: This report addresses traditional funding for major disaster declarations, workings of the President's Disaster Relief Fund, a basic overview of how disaster assistance is appropriated, what factors affect how much the federal government spends on disasters, how disaster relief is impacted by the Budget Control Act (BCA) of 2011, and what the policy implications are for disaster assistance under the constraints of the BCA, and the increasing number of disaster declarations and both the possible causes and likely cost implications of a greater number of declarations.

Local and Regional Procurement for U.S. International Emergency Food Aid

Description: This report discusses local and regional procurement (LRP) of food aid, which refers to the purchase of commodities for emergency food aid by donors in countries with food needs or in another country within the region. LRP is used extensively by the United Nations World Food Program (WFP) and has been proposed as a cost-effective, time-saving tool that the United States could use to meet emergency food needs.

Navy DDG-51 and DDG-1000 Destroyer Programs: Background and Issues for Congress

Description: This report presents background information and potential oversight issues for Congress on the Navy's Arleigh Burke (DDG-51) and Zumwalt (DDG-1000) class destroyer programs. The Navy's proposed FY2016 budget requests funding for the procurement of two DDG-51s, including the first of a new DDG-51 design variant called the Flight III design, which is to carry a new and more capable radar called the Air and Missile Defense Radar (AMDR). Decisions that Congress makes concerning destroyer procurement could substantially affect Navy capabilities and funding requirements, and the U.S. shipbuilding industrial base.

Disaster Relief Funding and Emergency Supplemental Appropriations

Description: This report describes the various components of the Disaster Relief Fund, including what authorities have shaped it over the years; how FEMA determines the amount of the appropriation requested to Congress (pertaining to the DRF); and how emergency supplemental appropriations are requested. Iraq: Reconstruction Assistance

Description: Following the 2003 intervention in Iraq, the United States undertook a large-scale assistance program meant to stabilize the country, rehabilitate economic infrastructure, and introduce representative government, among other objectives. Even as the U.S. military role in Iraq winds down, this program, funded through a mix of appropriations accounts, will continue to be scrutinized closely by the 111th Congress. This report describes recent developments in this assistance effort.

Section 1206 of the National Defense Authorization Act for FY2006: A Fact Sheet on Department of Defense Authority to Train and Equip Foreign Military Forces

Description: Section 1206 of the National Defense Authorization Act (NDAA) for Fiscal Year 2006 provides the Secretary of Defense with authority to train and equip foreign military and foreign maritime security forces. This authority expires in FY2011. As of early July 2009, FY2009 project approvals are being finalized. This report addresses FY2009 project approvals as well as FY2010 project proposals and requests.
