Defense Research: DOD's Research, Development, Test and Evaluation Program

Description: Congress supports the research and development efforts of the Department of Defense (DOD) with a Research, Development, Test and Evaluation (RDT&E) appropriation. The appropriation primarily supports the development of the nation’s future military hardware and software and the technology base upon which those products rely. It is the federal government’s single largest research and development account. Besides supporting the nation’s military needs, some of the technology developed with RDT&E funds spills over into the commercial sector. For these reasons, RDT&E funding draws a considerable amount of attention within Congress each year.

Description: The Administration has requested $34.4 billion for the Department of Defense (DOD) Research, Development, Test and Evaluation (RDT&E) program for FY2000. This is almost $3 billion below what was available for RDT&E in FY1999. In addition, the 6-year budget would maintain RDT&E between $34 billion and $35 billion over the next 6 years. In constant dollars, RDT&E spending will decline.

DOD's Dual-Use Strategy

Description: In an effort to reduce the costs of its military systems and gain greater access to state-of-the-art technologies, the Department of Defense is pursuing what is being called a "dual-use" strategy. This strategy seeks to make greater use of the commercial sector in developing and manufacturing military goods. This report discusses issues raised over the implementation of this strategy.

Emergency Supplemental Appropriations Legislation for Disaster Assistance: Summary Data FY1989 to FY2005

Description: This report provides summary information on emergency supplemental appropriations enacted after major disasters since 1989. More recently, Hurricane Katrina made landfall on the Gulf Coast of the United States on August 29, 2005, as a Category 3 hurricane after passing over South Florida as a Category 1 hurricane on August 25, 2005. In response, on September 2, 2005, President Bush signed into law a $10.5 billion supplemental appropriations measure, P.L. 109-61, which provided disaster assistance funds for the affected areas. On September 9, 2005, the President signed into law a second supplemental measure totaling $51.8 billion in appropriations, P.L. 109-62. The Federal Emergency Management Agency (FEMA) administers most of these funds.

Description: In February, the President submits to Congress a series of budget volumes which contain the President’s budget proposalsforthe upcoming fiscal year, historical data, and analytical supplements. Early in the year, the Economic Report of the President is released by the Council of Economic Advisors, and the Congressional Budget Office issues its publications, Budget and Economic Outlook and Analysis of the President’s Budget. Neither CRS nor the Library of Congress can provide giveaway copies of these documents. This report provides brief descriptions, together with Internet addresses and Government Printing Office (GPO) stock numbers and prices for these documents. Information is also provided on how to find locations of government depository libraries, which can provide both printed copies for reference use and Internet access.
