Department of Defense Energy Initiatives: Background and Issues for Congress

Description: This report provides background information and identifies issues for Congress on Department of Defense (DOD) energy initiatives. DOD spends billions of dollars per year on fuel, and is pursuing numerous initiatives for reducing its fuel needs and changing the mix of energy sources that it uses. DOD's energy initiatives pose several potential policy and oversight issues for Congress, and have been topics of discussion and debate at hearings on DOD's proposed FY2013 budget. Defense: FY2012 Budget Request, Authorization and Appropriations

Description: This report discusses legislative action that applied the Budget Control Act (BCA)-mandated spending reduction to FY2012 defense funding legislation was taken by the Senate Appropriations Committee on September 7, 2011, when it adopted discretionary spending ceilings for each of its 12 subcommittees that required the Defense Subcommittee to cut $25.9 billion from the President's request for programs funded by the DOD Appropriations bill. On September 15, the Senate Appropriations Committee reported an amended version of the House-passed DOD Appropriations bill (H.R. 2219) that would cut $29.3 billion from the Administration request.

Federal Health Centers: An Overview

Description: This report provides an overview of the federal Health Center Program, including its statutory authority, program requirements, and appropriation levels. It then describes health centers in general, including where they are located, their patient population, and outcomes associated with health center use. The report also describes federal programs available to assist health center operations, including the federally qualified health center (FQHC) designation for Medicare and Medicaid payments. The report concludes with two appendices that describe FQHC payments for Medicare and Medicaid beneficiaries served at health centers and programs that are similar to health centers but not authorized in Section 330 of the Public Health Service Act.

Justice and Mental Health Collaboration Program: Fact Sheet

Description: This report discusses the federal government funding for mental illness and surrounding issues, such as mental health courts and mental health collaboration programs. People with mental illness comprise a significant proportion of the population involved with the criminal justice system. The Bureau of Justice Statistics reports that at midyear 2005, over half of state prison and local jail inmates had a mental health problem. Mental health courts were developed to respond to the large number of people in the criminal justice systems with mental illness.
