Climate Change: Current Issues and Policy Tools

Description: This report introduces the reader to fundamentals of the climate change issue. Part One summarizes current understandings and controversies concerning the science, economics, international cooperation, and other aspects of the climate change policy problem. Part Two is a brief update on the status of domestic and international policies. Part Three outlines the policy toolbox seen as being available to policymakers to address the challenge as they define the emerging legislative agenda.

Carbon Sequestration in Forests

Description: This report examines basic questions concerning carbon sequestration in forests. The first section provides a brief background on congressional interest in forest carbon sequestration. The second describes the basic carbon cycle in forests, with an overview of how carbon cycling and storage vary among different types of forests. The third section then addresses how forest carbon is considered in the global climate change debate.

The Clean Coal Technology Program: Current Prospects

Description: The Clean Coal Technology (CCT) program, started in the 1980's and funded generously in the early 1990's, has completed most of its surviving projects and has not funded any new ones since 1994. However, President Bush’s FY2002 budget outline proposed spending $2 billion over 10 years on a restructured CCT program. It is not clear what kind of projects would be included in the new program.

Climate Change Legislation in the 108th Congress

Description: Climate change and greenhouse gas (GHG) emissions have been an issue in the 108th Congress, as they have been over the past decade. Measuring and Monitoring Carbon in the Agricultural and Forestry Sectors
