Description: This report is the secondt in a two-part series discussing "Garza v. Hargan", a decision by the U.S. Court of Appeals for the D.C. Circuit involving a detained unaccompanied alien minor and the right to terminate a pregnancy. Debate among judges regarding the right of an unaccompanied alien minor to have an abortion when the minor was detained at the border and technically never formally entered the United States are discussed.

The Title X Family Planning Program

Description: This report discusses Title X of the Public Health Service Act. The program, enacted in 1970, is the only federal program devoted solely to family planning and related preventive health services. Although the authorization for Title X ended with FY1985, funding for the program has been provided through bills that provide appropriations for the Departments of Labor, Health and Human Services, and Education, and Related Agencies.

Abortion Law Development: A Brief Overview

Description: This report offers an overview of the development of abortion law from 1973 to the present. Beginning with a brief discussion of the historical background, the report analyzes the leading Supreme Court decisions over the past twenty-eight years, emphasizing particularly the landmark decisions in Roe and Doe, the Court’s shift in direction in Webster v. Reproductive Health Services and Planned Parenthood of Southeastern Pennsylvania v. Casey, and the Court’s most recent decision on abortion, Stenberg v. Carhart. The Court’s decisions on the constitutionality of restricting public funding for abortion are also discussed.
