Budget "Sequestration" and Selected Program Exemptions and Special Rules

Description: This report looks at the history and current status of sequestration at it relates to Congress, including how it is enacted and special rules that can apply. "Sequestration" is a process of automatic, largely across-the-board spending reductions under which budgetary resources are permanently canceled to enforce certain budget policy goals.

Federal Civil Aviation Programs: An Overview

Description: This report focuses on Federal Aviation Administration (FAA) and Department of Transportation (DOT) civil aviation programs addressed in the FAA Modernization and Reform Act of 2012 (P.L. 112-95), enacted on February 14, 2012, which authorizes AATF taxes and revenue collections and civil aviation program expenditures through FY2015. Programs for these agencies are funded primarily through a special trust fund, the airport and airways trust fund (AATF), and, in part, through general fund contributions.

The Federal Communications Commission: Current Structure and Its Role in the Changing Telecommunications Landscape

EPA Regulations: Too Much, Too Little, or On Track?

Description: This report provides background information on recent Environmental Protection Agency (EPA) regulatory activity to help address concerns surrounding its power. It examines 45 major or controversial regulatory actions taken by, or under development at, the EPA since January 2009, providing details on the regulatory action itself, presenting an estimated timeline for completion of the rule, and, in general, providing EPA's estimates of costs and benefits, where available. The report also discusses factors that affect the timeframe in which regulations take effect, including statutory and judicial deadlines, public comment periods, judicial review, and permitting procedures, the net results of which are that existing facilities are likely to have several years before being required to comply with most of the regulatory actions under discussion.

Japan's Possible Entry Into the Trans-Pacific Partnership and Its Implications

Description: This report discusses the effects of the possible entry of Japan to the Trans-Pacific Partnership (TPP) negotiations. The TPP issue presents both risks and opportunities for the United States and Japan. On the one hand, it could reinvigorate an economic relationship that has remained steady but stagnant, by forcing the two countries to address long-standing, difficult issues, and allowing them to raise their relationship to a higher level. On the other hand, failure to do so could indicate that the underlying problems are too fundamental to overcome and could set back the relationship.
