Congressional Responses to Selected Work Stoppages in Professional Sports

Description: This report examines congressional responses to the two most recent work stoppages in the National Football League (NFL), which occurred in 1982 and 1987. Congress is interested in the NFL's collective bargaining agreement (CBA), set to expire in 2012, because of the status of labor-management relations in professional football. The report also examines the 1994 Major League Baseball strike to examine how Congress has responded in the past to work stoppages in professional sports.

Immigration-Related Worksite Enforcement: Performance Measures

Description: In the spring of 2009, the Department of Homeland Security (DHS) issued new guidance on immigration-related worksite enforcement. According to 2010 estimates, there are some 8.0 million unauthorized workers in the U.S. civilian labor force. Enforcement activity by the Department of Labor (DOL) is also relevant to a discussion of federal efforts to curtail unauthorized employment.

Temporary Extension of Unemployment Benefits: Emergency Unemployment Compensation (EUC08)

Description: In July 2008, a new temporary unemployment benefit, the Emergency Unemployment Compensation (EUC08) program, began. The most recent legislation, P.L. 111-205, extended the authorization of the EUC08 program, but did not change the structure of the program or augment benefits. Taxation of Unemployment Benefits

Description: Unemployment compensation (UC) benefits have been fully subject to the federal income tax since the passage of the Tax Reform Act of 1986 (P.L. 99-514). Individuals who receive UC benefits during a year may elect to have the federal (and in some cases state) income tax withheld from their benefits. This report provides an overview of the taxation of UC benefits and legislation related to taxing UC benefits.

Constitutional Analysis of Suspicionless Drug Testing Requirements for the Receipt of Governmental Benefits

Description: This report provides an overview of the Fourth Amendment in order to effectively evaluate the constitutionality of laws requiring suspicionless drug tests to receive governmental benefits. It then reviews five Supreme Court decisions that have evaluated these programs. The report concludes with a synthesis of the various factors that likely will be important to a future court's assessment of the constitutionality of these laws.
