This report examines three labor issues and arguments related to the pending U.S.-Colombia free trade agreement (CFTA; H.R. 5724 and S. 2830): violence against trade unionists; impunity (accountability for or punishment of the perpetrators); and worker rights protections for Colombians.
"This report provides a brief overview of key legal issues related to recent insourcing initiatives. While agencies are prohibited by federal law and policy from contracting out functions that are "inherently governmental," other functions could potentially be contracted out. There has long been debate over both general government policies promoting the use of the private sector to perform "commercial functions," and whether specific functions should be performed by government personnel or contractors. However, since 2008, the insourcing initiatives of recent Congresses and the Obama Administration have generated particular controversy.5 Several lawsuits have been filed challenging agencies' determinations to insource particular functions,and broader questions have been raised as to whether agencies' implementation of insourcing runs afoul of civil service, ethics, or small business laws." The 114th Congress continues to consider many issues related to unemployment insurance (UI) programs: Unemployment Compensation (UC), the temporary, now-expired Emergency Unemployment Compensation (EUC08), and Extended Benefits (EB). This report gives a brief overview of the UI programs that may provide benefits to eligible unemployed workers, and briefly summarizes the President's budget proposal for FY2017.
A young person's detachment from both the labor market and school is an indicator that he or she may not be adequately making the transition to adulthood. Referred to as "disconnected" in the social science literature, youth who are not working or in school may have difficulty gaining the skills and knowledge needed to attain self-sufficiency. The purpose of the report is to provide context for Congress about the characteristics of youth who are not working or in school, and the circumstances in which they live.
This report focuses on the policy and legislative debate surrounding unauthorized aliens' access to federal benefits. The number of foreign-born people residing in the United States (40.7 million) is at the highest level in our history and, as a portion of the U.S. population, has reached a percentage (13%) not seen since the early 20th century.1 Of the foreign-born residents in the United States, approximately one-third are speculated to be unauthorized residents (often characterized as illegal aliens).

The report then describes the evolution of federal policies on mentoring since the early 1990s. The report provides an overview of the federal mentoring initiatives that are currently funded.
This report focuses on unemployment through layoffs. It sets forth the publicly available sources of information on layoffs and determines whether they provide data on the reasons that underlie those events (e.g., weak product demand, financial difficulty). The report next briefly provides a context for the offshore outsourcing phenomenon and its relationship to gross and net employment change. It then analyzes the trend in, severity of, and explanations of extended mass layoffs before concluding with an examination of those layoff events that involve movement-of work to foreign-based affiliates of the U.S. company that called the layoff or to foreign businesses, for example.

It outlines the provisions for each and identifies two types of labor enforcement issues: (1) those that relate to the FTA provisions themselves, including their definitions and their enforceability, and (2) those that relate to executive branch responsibilities, such as resource availability and determining dispute settlement case priorities. This report does not address other labor issues in the various free trade agreements, including cooperative consultation and capacity-building provisions.

Plan Colombia was developed by former President Pastrana (1998-2002) as a six-year plan to end Colombia’s long armed conflict, eliminate drug trafficking, and promote economic and social development. The Andean Counterdrug Initiative (ACI) is the primary U.S. program that supports Plan Colombia. In addition, Colombia receives assistance from the Foreign Military Financing (FMF) program and the Department of Defense’s central counternarcotics account. ACI funding for Plan Colombia from FY2000 through FY2005 totals approximately $2.8 billion. When FMF and DOD assistance is included, the total level of U.S. support to Colombia is $4.5 billion.
Haiti faces several interrelated challenges, the most immediate being a deepening food crisis that in April 2008 led to deadly protests and the ouster of Haiti's prime minister. Haiti also suffers from a legacy of poverty, unemployment, and underdevelopment that is compounding security problems for its new and fragile democracy.
