Social Security and the Federal Budget: What Does Social Security's Being "Off Budget" Mean?

Description: As a result of a series of laws enacted in 1983, 1985 and 1990, Social Security is considered to be "off budget" for federal budget purposes. While the meaning of this might seem obvious -- that Social Security is not to be considered as part of the federal budget -- many people are confused by the continued use of aggregate budget figures that include Social Security's receipts and expenditures.

The FY2006 Budget Request for the U.S. Department of Agriculture (USDA)

Description: This report outlines the Administration’s FY2006 budget request for the U.S. Department of Agriculture (USDA), including estimated outlays of $94.6 billion. Discretionary budget authority would fall 12% from FY2005 levels to $19.4 billion ($21 billion outlays), and mandatory outlays would remain steady at $73 billion. The request included proposals to reduce mandatory spending for farm commodity programs, food stamps, rural development, and conservation.

Description: "Deeming resolution" is a term that refers to legislation deemed to serve as an annual budget resolution for purposes of establishing enforceable budget levels for a budget cycle. Description: Hurricane Katrina, which struck Louisiana, Mississippi, and Alabama, caused widespread flooding, significant property damage, and lost lives. An Analysis of the Administration's Deficit Reduction Goal

Description: This report briefly discusses the Bush Administration's proposal to reduce the deficit between FY2004 and FY2009. It discusses the provisions of the FY2006 budget proposal in respect to the Administration's deficit reduction goal. CRS has constructed a modified baseline budget which, arguably, provides a “best guess” of the path of future deficits if current policy is extended. Under this alternative, the deficit is projected to rise to $425 billion in FY2009.

The Federal Budget Deficit: A Discussion of Recent Trends

Description: The federal budget deficit in FY2004 was 3.6% of gross domestic product (GDP). When the influence of economic conditions and temporary factors is excluded from the measurement of budget balances, the FY2004 deficit was 2.6% of GDP. By either measure, the deficit is above the historical average for the last 50 years.
