LGRL issues report on North Texas legislators
Gay rights lobbying group assesses lawmakers'
stances on issues of bodily integrity in new penal code
As part of its review of the recently-
concluded biennial session of the Texas
Legislation, an Austin-based gay
lobbying group on Thursday released
summaries of legislators' votes on an
issue considered crucial by most gays
and lesbians — reform of the state's
"homosexual conduct" law.
Tabulations involving the North
Texas delegation showed most votes
breaking down along party lines, with
the notable exception of spousal rape.
On that issue, Republicans and
Democrats alike soundly rejected an
amendment designed to protect
husbands from most accusations of
spousal rape.
Most Democrats opposed attempts
to impose greater government regulation
over an individual's own body, a central
issue for advocates seeking an end to
criminal prohibitions against same-
gender sex.
The analysis examines four votes
taken as the penal code reform bill
moved through the final stages of the
legislative process. The first three were
all taken on the same day, Thursday,
May 6. The fourth vote — on whether to
reinstate some elements of previous
Texas anti-abortion laws — came the
following day.
Tfie most heavily partisan vote came
on the abortion question. All Democrat
members of the North Texas delegation
voted against any further restrictions on
abortion. All Republicans save one —
Bill Carter of Fort Worth — voted in
favor of the restrictions.
The first issue — whether to impose
criminal sanctions against acts of
sodomy by heterosexuals — passed
when it was taken up on the House
floor. A minus (-) indicates a vote in
favor of criminal sanctions.
On the issue of spousal rape, a
minus indicates a vote in favor of
disallowing many claims of spousal rape.
The HIV vote came on a motion to
criminalize the intentional transmission
of HTV. A minus indicates a vote in favor
of criminalization.
The North Texas delegation posted
an unusually high number of "no-
shows", LRGL officials stated, including
two — Reps. David Cain and Steve
Wolens — who constantly seek support
from gay and lesbian voters. ▼
