George W. Bush's most recent sur-
geon general accused the administra-
tion of muzzling him for political rea-
sons on hot-but-
ton health issues
such as emer-
gency contra-

abstinence-only
education.
Dr. Richard
Carmona, the
17th U.S. sur-
geon general,
told lawmakers Tuesday, July 10, that
all surgeons general have had to deal
with politics but none more so than he.
For example, he said he was not
allowed to make a speech at the
Special Olympics, which was founded
by Eunice Kennedy Shriver of the pre-
dominantly Democratic Kennedy
family, because it was viewed as ben-
efiting a political opponent. However,
he said was asked to speak at events
designed to benefit Republican law-
makers.

this week on extending hate crimes
protections to LGBT people faded
by Thursday afternoon, July 12, as
partisan wrangling over Iraq War
strategies and the Department of
Defense reauthorization bill tied up
lawmakers.

cations for the Human Rights
Campaign, said Thursday that while

voters had elected Jaime Cortes to run
on the 2006 ballot for constable of
Precinct 5, it could have saved the
Commissioners Court and taxpayers a
lot of time, headaches and money.
The Commissioners Court appoint-
ed Cortes on Tuesday, July 10, to the
position he had battled gay Constable
Mike Dupree for in the primaries for
the 2002 and 2006 elections. He was
appointed to replace Dupree, who
resigned June 28 and later pleaded
guilty to one charge of official miscon-
duct. Dupree left office amid allega-
tions of corruption, sexual harassment

Precinct 5, which includes Oak
Lawn and parts of Oak Cliff and East
Dallas, is a Democratic Party strong-
hold, and the party's candidate is virtu-
ally guaranteed election to that posi-
tion.
Cortes' election probably would
have also saved the LGBT communi-
ty a lot of embarrassment. The Dupree
scandal spawned criminal and civil
