3The rest of it, as I recall, indicated the extension of the
sales tax to the matters that you mentioned. I opposed them
because they were on necessities basically. Now I don't oppose
extending the sales tax to luxuries such as cigarettes, beer,
whiskey, although they're already taxed. I think a legitimate
argument can be made that they're already taxed sufficiently. But
whether they are or not, they're luxury items, and I don't object
to extending the sales tax.
But I also wanted to extend it to a few other non-necessity
items such as advertising in Texas which I co-sponsored with Senator
Wilson in the Special Session of '68. Putting advertising under
the sales tax would raise about $70,000,000 a biennium, and it would
be paid largely by out-of-state interests who advertise in Texas
in the form of television commercials, radio commercials, newspaper
ads--Sears and Roebuck and Montgomery Wards--these people who I
don't think have ever paid their fair share of taxes in Texas.
Extend the sales tax, for example, to cover the sale of corporate
stocks and bonds on the stock exchanges here in Texas. Now that
makes me very unpopular as hell among the brokerage houses in
Dallas, but I'm going to introduce it in the special session next
month as sure as God made green apples, if the House sends us a
tax bill, which we'll get into in a little bit. I don't think
they're going to.
Many legislators have also complained that his tax proposals . . .
