coordinating mechanisms. In addition to generating the previously cited report on
agency activities, the Subcommittee on Groundwater of the Committee of Earth
Sciences of FCCSET has been made responsible for
coordinating Federal nonregulatory ground-water efforts related to
research, resource assessment, information management and
dissemination, technology demonstration, technical assistance,
training, and education. The membership of the subcommittee
includes the Departments of Agriculture, Commerce, Defense, Energy,
and Interior, the Council on Environmental Quality, the
Environmental Protection Agency, the National Aeronautics and
Space Administration, the National Science Foundation, the Nuclear
RegulatoryCommission; and the Office of Management and Budget
(FOCSET, 1989).
The subcommittee is empowered to address significant science and information
issues of national importance that cut across agency boundaries in order to:
- Review Federal science, information, and technology programs
directly related to groundwater.
- Help ensure that these programs are complementary and not
unnecessarily duplicative.
-Improve planning, coordination, and communication among
Federal agencies involved in ground-water research.
- Identify and define ground-water research, technology, and
information needs.
- Address specific programmatic or scientific issues which affect
two or more agencies.
- Provide reviews, analysis, advice and recommendations to the
Committee on Earth Sciences on Federal policies, and programs
concerned with ground-water research and information.-41 -
