sement Project Patient Assessment Instrument (P.A.I.). This data base
was constructed for purposes of developing a classification system for
long term care patients. The data was collected in 1984. The data base
contains detailed information regarding patient characteristics and
resource consumption data on t cae s nts in 52 New
York State facilities. The goal was to establish a case mix classifica-
tion system which accurately groups patients with similar characteris-
tics and similar cost of care.
Facility Selection. Facilities were selected to be representative in
terms of location, size, type of ownership, type of sponsorship, levels
of care, and staffing patterns. Proprietary and voluntary, large and
small, rural and urban: the mix covered the entire spectrum. In
addition, all the facilities that were chosen met New York State quality
assurance standards. Because of the need to carefully review patients
with higher disability levels, however, the patients selected within
these facilities was purposefully skewed to a higher than average
disability level. The patient sample constructed because of this
"purposeful" sampling was not random. The sample is complete in that
the many varieties of patient types in long term care facilities are
represented in it. What is lost is the statistical property of pro-
portionality of sub populations that a random sample promotes.
Assessment Instrument. A 10 page Patient Assessment Instrument (PAZ),
designed for optimal reliability with detailed definitions on the face
of the instrument, was used to collect patient-characteristic specific
