Dear Friend:
With the campaign season fast approaching, I want to share with you my plans for next year as well as an
important personal development in my life.
I want you to know before it is officially announced, that I intend to seek a third term as your Attorney
General. I am proud of the record and accomplishments of my administration and look forward to
continuing to serve Texas with integrity, honor and in a manner that allows citizens to trust their
government and be proud of their elected officials.
As your Attorney General, I have worked to interpret the laws of our state in a manner that is fair, honest
and true to the principles of the Constitutions of our state and nation. My administration has attained new
levels of performance within the Office of the Attorney General. I believe our successes have gained the
confidence the public seeks in its elected officials and especially, its Attorney General.
Our achievements in the courtroom reflect our goal of providing the state with the highest quality legal
representation possible. We have fought for Texas, our communities and our families. We want to further
this commitment.
Child support collections have increased 243% since I took over the program in 1991. To date my
administration has collected almost $3 billion dollars for our children. And, our nationally recognized
child support program now leads the nation's ten most populous states in percentage of increase of
collections for the period of 1990 through 1995. I want to continue to fight for Texas children.
I was the first Attorney General in the nation to create a special division to defend our senior Texans against
fraud and nursing home abuse. We have sought to arm our elderly citizens with the information they need
to be safer and free from the risk of exploitation. As long as I am a public servant, protecting our senior
citizens will remain at the top of my priorities.
My administration has succeeded in restructuring much of the Office of the Attorney General to bolster the
role it plays in supporting our state law enforcement community in the fight against crime. We have freed
our state from federal control of Texas prisons. We have fought against and curtailed inmate attempts to
clog our judicial system with frivolous lawsuits. We have worked to reform our state's criminal appeals
process to eliminate inmate use of last minute appeals to thwart justice. We provided the state the right to
use tents to house prisoners rather than being forced to release them because of overcrowding conditions.
We have closed down crack houses and created one of the most successful state money laundering
