By the Chief, Enforcement Bureau:
1. In this Order, we adopt the attached Consent Decree entered between the Enforcement
Bureau (Bureau) of the Federal Communications Commission (Commission) and StanaCard, LLC
(StanaCard). The Consent Decree terminates an investigation by the Bureau against StanaCard for
possible violations of Sections 214 and 225 of the Communications Act of 1934, as amended (Act)' and
Sections 63.18, 64.604(c)(5)(iii)(A), and 64.1195(a) of the Commission's rules (Rules)2 concerning
authorization to provide facilities-based and resold international common carrier communications
services, contributions to the Telecommunications Relay Services Fund, and registration with the
