Description

It is apparent that safety efforts, when they are shouldered by only a select group of individuals, produce only moderately satisfactory results. The major burden of observational data was being carried by three of our 285 trained observers. In fact roughly one quarter of the total number of observations belonged to these three committed individuals. We sought to develop a coaching plan that enlists the service of those individuals who meet the criteria laid out by the Sub-committee charged with plan design.
