We also present comprehensive data representing the first quarter of year 2000 in this report for a pre-project comparison. In addition, we have analyzed specific annual enforcement statistics to evaluate trends during the baseline period 1996-2000. Additional statistics and more years of comprehensive baseline data are now being summarized, and will be presented in future M&E annual reports--to provide a longer time series for evaluation of trends in input, output and outcome performance standards.
