Unites States Navy capital improvement projects are designed to modernize and improve mission capacity. Such capital improvement projects often result in unavoidable environmental impacts by increasing over-water structures, which results in a loss of subtidal habitat within industrial areas of Navy bases. In the Pacific Northwest, compensatory mitigation often targets alleviating impacts to Endangered Species Act-listed salmon species.
