PREPARED BY LEAFLET UNIT, OVERSEAS BRANCH, OWI
Propaganda leaflets are part of psychological warfare
(PW). Together with constant pressure by our guns, tanks,
planes and men, the leaflet weapon attacks the enemy's morale
with ideas, news, facts and fears. Combat leaflets weaken the resistance
of the Jap soldier-make him lose faith in his leaders
and convince him that he can't win. Then, when he has his back
to the wall, safe-conduct leaflets are used to make him choose
surrender instead of a costly last-ditch fight.
Other leaflets raise the same doubts and fears on the enemy's
home front, and still others encourage resistance and sabotage
in enemy-occupied countries.
The voluntary surrender of many thousands of Germansplus
increasing numbers of Japs, who also know when they're
licked-after reading, keeping and even paying for our safe-conduct
passes, shows that leaflets are poison to the enemy High
Commands. The enemy who believes what we tell him in airborne
newspapers and other morale-leaflets has begun to lose his grip.
When he begins to save and study our surrender-leaflets, he's
about ready to come in-with his hands up.
This means that the leaflet weapon pays off in American and
Allied lives that don't have to be lost blasting Japs from pillboxes
and foxholes. It pays off in combat information from
talkative POWs, and in weakened resistance by an enemy who
is no longer willing to die for his discredited leaders. Leaflets"paper
bullets"-are paying off in a shorter war and a quicker
Navy distribution by
