This report analyzes the status of dairy policy after changes to the structure of U.S. dairy support programs after 2014 Farm Bill (P.L. 113-79). It provides a background on prior federal dairy policy, discusses why policy was instated in the 2014 farm bill, examines Dairy Margin Protection Program (MPP), and Dairy Product Donation Program (DPDP) in focus, then makes brief mention of other dairy support programs. Graphs illustrate how milk prices moved above previous federal support level by 1990, how feed costs outpaced milk prices during 2008 to 2014, and the historical U.S. dairy operating margin.
